Write a word APNIC in Google, below the link you get many options but you choose only one that is Whois_search.

Step 2) click in whois_search.

Step 3) click search APNIC  whois.

Now,  you search to your deserve person and start collecting information.

Why server down ? 

I would like to explain with example, you know that APNIC  sends IP , Airtel  carry 100 IP from APNIC  and they have 200 customer. I tell you above each person have each IP called static IP  but its not necessary. If we open the aeroplane mode, so we the IP changed why? Because if all customers are connected with Internet so maintenance or server down situation has come and this reason,same  client have 

different IP. 

TYPES OF IP - 

IP mainly consists in of two types-

1) STATIC IP- in this IP, each client have same IP address is called static IP. 

2)DYNAMIC IP- in this IP,  same client have different IP are known as dynamic IP.
